Tourists are entitled to cover under the EU Reciprocal Arrangements, you should ask for Form E111 from the DSS before your visit.  You will usually have to present the form, your passport, pay for treatment and then reclaim the cost from your UK DSS. 

Pensioners over 65 should obtain Form E121 from the DSS. 

Also People who are working and paying social security in Spain are entitled to treatment.

What is covered?

The treatments covered are those which are generally provided free in the UK, but not all GP, dental or ophthalmic treatment.  You will also have to pay for your prescriptions unless you are a pensioner.  Residents not entitled to the use of the healthcare system should arrange adequate private medical insurance.  This can be obtained from a Spanish company or an international insurer.  An average yearly policy will cost around �600.00; this will of course depend on age and any existing medical problems.
